Woman takes explicit photos of kids for man arrested in VASA voyeurism case

Both Justan Grover and the woman were arrested Monday, according to court documents. KUTV is not naming the second suspect at this time to protect potential victims.

The charges stem from the investigation into Grover's phone, which was confiscated as evidence after authorities identified him as a man seen in surveillance in the area of the Riverton VASA where the teen was tanning.
Grover is facing potential charges of second-degree felony sexual exploitation of a minor and Class A misdemeanor voyeurism.

According to investigators, messages dating back to Jan. 19 revealed an apparent arrangement in which he'd receive images of minors from the woman.

Investigators reported finding videos from the woman on Grover's device showing a teenager's exposed breasts and another video of a younger victim naked.

During questioning, the woman admitted to filming victims surreptitiously and without their knowledge before sending them to Justan, according to the probable cause affidavit.

A search warrant was executed at the woman's residence on Feb. 21, where authorities seized her phone and other electronic devices.

Forensic analysis of the devices is ongoing, the arresting officer reported.

Former Salt Lake City Police Chief Chris Burbank had predicted additional charges in this case when interviewed about Grover's arrest on Monday.

"Without a doubt," Burbank said when KUTV's Kristen McPeek asked if the girlfriend in the case could face charges. "That falls into child abuse, child pornography."

The investigation remains ongoing, and Police stated additional charges could be recommended as more evidence is examined.

The suspect was booked into the Salt Lake County Jail on Monday on suspicion of two first-degree felony counts of aggravated sexual exploitation of a minor.
